Six months after the controversial New England Clean Energy Connect (NECEC) transmission line finally began delivering Canadian hydropower to the Maine grid, early operational data is casting a shadow over the project's long-term economic and environmental promises. Designed to transmit up to 1,200 megawatts of electricity from Hydro-Québec's massive reservoirs to southern New England, the high-voltage direct current (HVDC) line was heralded as a cornerstone of the region's decarbonization strategy. However, initial performance metrics suggest that translating theoretical transmission capacity into reliable, round-the-clock clean energy is proving far more complex than developers anticipated.

The 145-mile transmission corridor faced nearly a decade of intense legal battles, local opposition, and political maneuvering before its partial commissioning. Now that electrons are flowing, the focus has shifted from permitting hurdles to hard grid physics and market dynamics. Early data indicates that actual power flows have been inconsistent, raising questions about Hydro-Québec’s ability to maintain high capacity factors during periods of peak local demand or low reservoir levels. This supply-side variability, coupled with regional grid constraints, threatens to undermine the financial assumptions that justified the project's multi-billion-dollar price tag.

For New England, the stakes are exceptionally high. The region's grid operator, ISO New England, has long warned of winter reliability risks as traditional fossil-fuel plants retire. Imported hydropower was positioned as a baseload-like clean resource to balance intermittent wind and solar. But if the NECEC cannot consistently deliver near its rated capacity, the region may remain dependent on natural gas peaker plants during extreme weather events. Furthermore, the contract structures governing these imports often prioritize financial hedging over physical delivery guarantees, meaning paper compliance does not always equal physical decarbonization.

The early struggles of the NECEC serve as a cautionary tale for other mega-transmission projects across North America, such as the Champlain Hudson Power Express. Building high-voltage lines through complex jurisdictions is only half the battle; ensuring that the source generation can reliably fill those lines without starving its home market is the next major hurdle. Over the coming year, analysts will be watching whether Hydro-Québec can stabilize its export volumes as seasonal demand shifts, and whether ISO New England will need to implement additional grid upgrades to handle the full 1,200-megawatt payload without triggering localized congestion.
