European Satnav Startup Highlights the Complexity of Sovereign Chip Supply Chains
A Dutch startup's reliance on GlobalFoundries' Dresden fab for its 'all-European' silicon highlights the geopolitical and corporate compromises of regional semiconductor sovereignty.
The quest for European semiconductor self-reliance has hit a pragmatic compromise. A Dutch fabless startup specializing in satellite navigation silicon recently announced a fully European manufacturing pipeline, yet the critical lithography step relies on GlobalFoundries. While the wafers are physically processed at Fab 1 in Dresden, Germany, the dependence on a US-headquartered foundry giant underscores the persistent friction between geopolitical aspirations and the realities of global chip manufacturing.
For systems engineers and defense procurement officers, the distinction between geographic fabrication and corporate jurisdiction is non-trivial. Under export control regimes like ITAR or evolving European regulations, where a company is headquartered can matter as much as where the physical silicon is etched. By utilizing GlobalFoundries' Dresden facility, the startup secures local physical custody of the supply chain, reducing transit vulnerabilities, but remains bound to an ecosystem ultimately governed by US corporate decision-making and transatlantic trade agreements.
This arrangement highlights the current limitations of the European Chips Act's goals. While Europe boasts world-class research hubs like IMEC and specialized niche fabs, it lacks the scaled, native commercial foundry capacity required for broad-spectrum fabless startups. ASML may dominate lithography equipment, but European-owned foundries like STMicroelectronics or Infineon largely focus on their own IDM portfolios or power electronics, rather than acting as open-access pure-play foundries for advanced digital or mixed-signal designs.
As Western nations push for friend-shoring and supply chain balkanization, system architects must look beyond simple 'made in' labels. The true test of European sovereignty will not be whether US-owned fabs in Saxony can run European designs, but whether native European foundries can scale to compete on yield, PDK maturity, and cost. Until then, hybrid supply chains that blend local physical fabrication with foreign corporate ownership will remain the pragmatic standard for European defense and critical infrastructure silicon.
